No penalties for those who failed to book it.

IPPT (Individual Physical Proficiency Test) and small arms live firing will resume from Feb. 7, 2019.

The IPPT was cancelled temporarily after the Singapore Army imposed a safety timeout following the death of Aloysius Pang during reservist training.

The safety timeout has been in place since Pang's passing on Jan. 23, and will now be progressively lifted from Jan. 31.

No penalty

National servicemen who were unable to book their IPPT during the timeout will be given time to do so without being penalised.

Once the safety timeout was implemented, it was announced that the Army is reducing the training tempo to give full-time and operationally ready national servicemen, and their units, more capacity to review their training and safety processes.

However, the reduced training tempo across the Singapore Armed Forces (SAF) will continue for a few more months as the SAF conducts a "comprehensive review" of training programmes.

Accountability at forefront

Chief of Defence Force Lieutenant-General Melvyn Ong said that every commander will be accountable for the safety of their men.

He made this known during a meeting on Thursday, Jan. 31, with 750 active and operationally-ready National Service Commanders, including the service chiefs from the Army, Navy, and Air Force.

The Army will increase the number of safety inspection teams and full-time safety officers to conduct checks and audits on safety systems for all units.

The SAF will also create a new Inspector-General's office so that commanders' emphasis on safety is consistently applied across all three branches of the military and units.

The safety timeout will remain in place until the SAF is satisfied that training and other activities can be conducted safely, Mindef said on Wednesday.
