The Downtown Line (DTL) 3 will be opened on October 21, but you'll be able to check out the 3rd phase of the DTL earlier on October 15.
On the nice free October Sunday (Oct 15), the Land Transport Authority (LTA) will be holding the DTL3 Open House, which will run from 10am to 6pm. Commuters will be able to enjoy free rides along the DTL3.
Additionally, there will be games which encourage commuters to explore all of the 16 new stations on the DTL3. Aside from that, you can also look forward to celebrity appearances and food.

The entire DTL comprises of 34 stations stretched over 42km. It links northwest Singapore (Bukit Panjang) to the east (Expo).
The DTL also has 12 interchange stations that link to existing stations on the BPLRT, Circle Line, North-East Line, and the North-South, East-West Lines.
The opening of the DTL3 makes the DTL the longest underground and driverless Mass Rapid Transit (MRT) line in Singapore.
In future, the DTL will be linked by an extension to the Thomson-East Coast Line (TEL) by two stations -- Xilin and Sungei Bedok.
