The Ministry of Health (MOH) has announced enhanced security measures measures for Hubei travellers in a press conference on Jan. 28.

One of the measures include imposing a quarantine on returning residents and long-term pass holders with travel history in Hubei or PRC passports issued in Hubei.

The move comes after three more cases of the novel coronavirus was confirmed in Singapore within 24 hours, bringing the total number of infected cases to seven.

Not allowed to leave homes

Singaporeans are given the option to be quarantined at home.

Individuals under quarantine should be able to isolate themselves such that they have own toilet facilities, and not mix with other individuals within the home.

During this period, they are not to leave their homes.

Phone calls and visits will be used to make sure that they are quarantined.

If home quarantine is not possible, the individuals have the option of requesting to be quarantined in government facilities.

Those who fail to comply with the quarantine orders will be fined up to S$10,000 or jailed up to six months, or both.

Allowance of S$100 per day

In light of the quarantine orders, MOH will be giving those affected by the measure a S$100 per day allowance.

For those who are employed, the sum will be given to the employers.

Workers who are quarantined will receive their usual salary.

Those who are self-employed will receive the allowance directly.

Earlier today (Jan. 28), Minister for National Development Lawrence Wong also spoke about the quarantine allowance in a doorstop session after a press conference by MOH.

Although the virus is currently less fatal than SARS, he elaborated in a subsequent Facebook post, it is unclear how the situation might unfold.

Singapore should be prepared for the possibility of wider infection and community spread, Wong added.

Falsehoods circulated

In a separate Facebook post on the night of Jan. 28, Wong wrote that it is "regrettable" that people have been circulating falsehoods about the quarantine allowance.

He clarified that the allowance will be given to Singapore-based employers and self-employed Singaporeans/PRs who are affected by the order.

It is not given to tourists who are quarantined.

Wong added that the same initiative was carried out for SARS.
