At approximately 3.46pm on Feb. 19, 2018, Finance Minister Heng Swee Keat momentarily became PM -- also known as, Pun Minister.
He was delivering the Budget 2018, one of the most important and significant annual speeches in Singapore's history, when he clearly saw an opening for a witticism during one of the drier moments in Parliament, and seized it.
This was what he was talking about at that time when he caught everyone unawares -- a concrete maker company based in Singapore:
3.46pm: "Make innovation pervasive throughout our economy"
Heng raises the example of concrete and cement company Pan-United, which has developed a new type of flexible concrete which can cushion the landing of aircraft.
It's "a concrete example of how innovation can help a firm cement its position as a market leader", he says.
