There are a lot of possible explanations for this.
It could be the work of some dastardly vandal, or someone just got really excited about our world class transport system.
Realistically, though, it is probably just some campaign.

For example, in 2016, I Love Children (ILC) a voluntary welfare organisation, and most iffy sounding group name, used sperm and ovaries to encourage couples to have children earlier.
