Murder of 4-year-old at Paya Lebar: Couple remanded another 3 weeks to undergo psychiatric evaluation

Foo Li Ping, 24, and Wong Shi Xiang, 33, are facing a murder charge for allegedly killing four-year-old Megan Khung Yu Wai in a unit at Suites @ Guillemard condominium in Paya Lebar.

The offence was allegedly committed in February this year.

Foo is the biological mother of Khung, who is believed to be an only child.

In addition to their murder charge, Foo and Wong, together with another woman, 30-year-old Nouvelle Chua Roushi, are accused of burning Khung's body in a metal barrel.

The trio appeared in court today (Aug. 13) via video link after a one-week remand whilst cooperating in investigations.

Granted bail

The defence counsel for Chua had previously objected to the remand, pointing out that her only charge pertained to the disposal of the corpse, and not murder.

The counsel added that Chua could continue to cooperate with the investigation while on bail.

Speaking in court today (Aug. 13), Deputy Public Prosecutor (DPP) Chua Ying-Hong said that the prosecution had no objections to the bail.

Chua was granted S$50,000 bail.

She will have to abide by stipulated curfew hours— 10pm to 6am— and will be monitored through an electronic tag.

She is also not allowed to speak to the other accused persons.

Chua will return to court on Oct. 6.

Remanded for psychiatric evaluation

Meanwhile, Foo and Wong have been remanded for another three weeks to undergo psychiatric evaluation.

The prosecution had asked for the duo to be remanded at the Institute of Mental Health (IMH).

However, the district judge said that Foo will be remanded at Institution A4, and Wong will be remanded at Changi Prison’s Complex Medical Centre.

They will both return to court on Sep. 3.

Foo, Wong, and Chua remained silent throughout the entire hearing.

Background to the case

Burned the body in a metal barrel

After committing the murder, Foo and Wong, together with Chua, had allegedly moved Khung's body to Paya Ubi Industrial Park and burned it in a metal barrel.

Wong used to work in a car servicing workshop at the industrial park, reported Lianhe Wanbao.

According to The Straits Times, it is understood that Wong and Foo are a couple and Chua is their friend.

However, the condo unit where the murder allegedly happened is not registered under either of their names.

Reported missing on July 20

According to a July 25 press release by the Singapore Police Force (SPF), Khung was reported missing on July 20 at 5:36pm.

Through follow-up investigations, SPF established that she was dead and identified the three suspects.

Offenders convicted of murder with common intention face the death penalty.

Disposing a corpse to prevent detection of an offence with common intention carries a jail term of up to seven years.

Other charges

Wong was already facing several other charges unrelated to this murder case.

According to charge sheets seen by Mothership, he is accused of six drug-related offences.

These include methamphetamine trafficking and consumption in 2018.

On Nov. 22, 2018, Wong is accused of possessing two samurai swords in a Geylang flat.

He is also accused of punching and kicking a man in the same unit on Nov. 24, 2018.
