A 34-year-old man was fined S$5,000 after he was caught on video pleasuring himself with female shoes on two separate occasions outside HDB flats.
Low Yan Long pleaded guilty to two counts of obscene acts in public places, with another two charges taken into consideration, according to CNA.
Low began seeking out women's shoes at HDB blocks due to a need to relieve work-related and family stress.
CNA reported that he was working part-time at a casket company and a fast food restaurant at the time of the offences.
Used the shoe to masturbate, caught on CCTV
On Jan. 22 2019, Low committed his first offence at an HDB block in Toa Payoh.
Low deliberately searched the block for a suitable pair of female shoes to masturbate with, eventually finding one placed outside a flat.
Low told the court that he had been feeling stressed out after work, and masturbating with the woman's shoe was a way for him to relief stress.
He took the shoes with him to a nearby staircase landing, and subsequently used the shoe to masturbate.
After ejaculating into the shoe, he left the shoes at the staircase before walking away.
The pair of shoes were spotted by a neighbour, who told the shoe owner's husband.
The husband discovered that the shoes were tainted, and reviewed closed-circuit television footage from a camera outside his unit, which revealed Low as the culprit.
He then lodged a police report and threw away the shoes.
Sniffed the shoe and urinated into it, also caught on CCTV
Low committed his second offence while on bail for the first offence.
On July 28, he found a pair of red shoes in a HDB block in Ang Mo Kio, and repeated his obscene act.
He sniffed the shoes and urinated into one after rubbing himself on it.
Once again, a neighbour alerted the owner of the HDB flat, and Low's actions was caught by CCTV.
Low was arrested on July 31 after attending a court hearing for the first incident.
Low was certified to be of sound mind
Low was remanded in the Institute of Mental Health (IMH) for a forensic psychiatric assessment, where he was certified to be of sound mind and able to make his defence.
The doctor added that Low "does not have a mental illness of a depressive or psychotic nature presently", and that "(his) offences were the result of his dysfunctional and sexually deviant way of dealing with his stress".
Deputy Public Prosecutor Joshua Foo also said that looking at and smelling women's shoes "sexually aroused" him, as "he would imagine beautiful women wearing the shoes".
Low could have been sentenced to a maximum of three months' jail, a fine, or both, for performing an obscene act in public to the annoyance of others.
