Short flight

A possible reason for the sparse flight might be the timing of the flight itself.

It was Christmas Eve, and most people would already be visiting relatives or celebrating at home.

The fact that this was a domestic flight from Davao to Manila, around a two hour flight, probably meant fewer people getting on the flight as well.
