Structure collapses at Upper Changi Road East near PIE, 1 worker killed, 10 others injured

Just three days ago, same company was fined for a safety lapse that happened two years ago.

The Singapore Civil Defense Force (SCDF) was alerted to an incident involving a collapsed structure at Upper Changi Road East on Friday morning, July 14 at 3.35am.

The structure was on an incomplete highway near the Pan-Island Expressway (PIE) exit to Tampines Expressway (TPE).

SCDF K9 search dogs were deployed to assist in the operation to find construction workers that may have been trapped within the collapsed structure.

In all, 10 workers were injured, and one was pronounced dead on the scene. Injured workers were sent to Changi General Hospital for treatment.

The deceased is a 31-year-old man, according to the police.

Those injured are Bangladeshi and Chinese nationals.

All workers have since been accounted for by 7am.

The construction company involved is Or Kim Peow Contractors Pte Ltd.

In a press release previously, they secured the S$94.6 million LTA project for the construction of a "viaduct from Tampines Expressway to Pan-Island Expressway (Westbound) and Upper Changi Road East".

The cause of the structure's collapse was because the workers were carrying out works to cast the decking for the new viaduct.

The viaduct structure between two piers then suddenly collapsed, as the pre-cast beams had given way, according to preliminary investigations.

OKP Contractors have done other Land Transport Authority (LTA)-related projects as well, according to the release.

The contract commenced on Nov. 23, 2015, and was expected to be completed by the first quarter of 2020.

LTA is currently looking into all other work sites to ascertain whether any other construction project is facing similar lapses in safety.

This isn't the first time OKP got into the news for workplace safety issues.

Three days before this accident on July 11, it was reported that the company was fined S$250,000 for safety lapses that led to four workers falling nearly 6.4 metres to the ground in 2015.

This resulted in a 24-year-old worker's death, and injuries inflicted on three others.
