A 50-year-old male van driver was arrested for allegedly driving under the influence of drugs and suspected drug-related offences on Apr. 18.

Prior to his arrest, the man had knocked down a 33-year-old woman and a road sign in front of Textile Centre in Jalan Sultan, reported Shin Min Daily News.

He was also filmed lying motionless on the pavement throughout a 44-second video circulated online.

In response to Mothership's queries, the Singapore Police Force confirmed they were alerted to an accident involving a van and a woman along Jalan Sultan towards Beach Road at about 7:30am.

The woman was conveyed conscious to the hospital.

Police investigations are ongoing.

Van suddenly lost control

An employee who works at the Textile Centre told Shin Min that the woman, a resident of the Textile Centre apartments, was standing in front of a convenience store when the van suddenly lost control and knocked her down.

He theorised that the driver must have turned the steering wheel and took out the road sign as well.

Even though the woman's head bled after hitting the ground, she was still conscious.

She called her boyfriend and was conveyed to the hospital, recounted the employee.

Lying motionless on the pavement before arrest

According to a store assistant, the police were already at the scene of the incident when he arrived at his store to open it for business at around 10am.

He also saw the male driver lying on the pavement outside the store.

"The front wheels of the van were out of shape as a result of the collision, and the driver looked out of it. He was lying on the ground and would not get up even when the police asked him to," the 77-year-old added.

After the police managed to get the driver to stand up, an ambulance was seen at the scene.

However, the man refused to get in the ambulance and was subsequently handcuffed by the police.

According to another video that filmed the arrest, four police officers could be seen at the scene.
