How little is too little?

For Singaporean streamer Cheng Wing Yee, who goes by Kiaraakitty, it seems like her dressing -- consisting of fur coat, a lace bra top and mini skirt -- crossed the line in South Korea.

On Apr. 9, the Twitch content creator posted a TikTok video featuring a clip from her nine-hour long livestream in Seoul.

Aside from her get-up, Cheng also had cats ears perched on top of her head.

Strolling along the street, the streamer was stopped by two cops.

The female officer started speaking to her in Korean, to which she replied, "I don't speak Korean."

"Someone reported you. Do you not understand Korean at all?" the officer asked in Korean.

The male officer then stepped in, asking her where she was from.

"I'm from Singapore," Cheng said. "It's a cosplay. I'm going to a cosplay party over there," she pointed over their shoulders.

Seeing the officer's confusion, she proceeded to provide a very comprehensive explanation of cosplay: "Cosplay, cosplay. Like, nani?"

Cheng also apologised, saying it was her first time in Korea: "I've never been to Korea, ever. I don't know your law."

Catching on after she mentioned the word "party" which sounds similar to the Korean loan word, the male officer said, "The party is over there, but here is a public space."

The officers onsite contacted an English-speaking colleague for help.

The officer on the phone told her she couldn't just wear underwear in public, but Cheng was quick to correct him.

"No no no no, it's a cosplay. I got inspired by cosplay. I'm in a skirt and a thick thick thick thick coat. I can take a selfie...I'd never wear underwear. That's ridiculous. It's weird."

After verifying her identity, Cheng was able to walk away without a fine.

Despite appearing amicable during the conversation, she unleashed her indignation to her audience afterwards:

"Of course it's some jealous bitches who complained about my tits. Like shut the hell up and let me make my money."

She then tweeted this poll.

On brand

Cheng has a history of risqué behaviour.

Such as pulling a Belle Delphine and selling her bath water and farts.

She was also banned from Twitch in January 2023.

Viewers speculated that it was either due to her doing squats with her butt close to the camera or her eating a sausage in a perfectly normal way like this.

Korean law on nudity

Self-expression aside, each country has its own expectations and laws on what constitutes obscene exposure, especially in public spaces.

In the 1970s, South Korea had literal fashion police patrolling the streets with rulers, stopping women with skirts that were too short and men with hair that were too long.

Since becoming a democracy in 1987, such authoritarian rules under the Minor Offences Act have been abandoned.

Nevertheless, South Korea still has laws that address public nudity and public indecency, such as Article 245 of the Criminal Act.

"Public obscenity is stipulated as a crime in order to protect the sound sexual behavior or moral of the contemporary Korean society. When a multitude of unspecified individuals recognize what’s happening, a person who stimulates the prurient interest of an average man, makes him sexually excited and humiliated in a usual way, and accordingly hurts sexual moral sense as a whole shall be punished. The illegality shall be established not by the sexual purpose like sexual excitement or satisfaction but the acknowledgment of the meaning of obscenity of such act."

Although you won't be jailed for wearing a mini-skirt, anyone who finds another person's dressing offensive is able to lodge a police report.

Offenders are usually released with a warning.

After being enlightened, Cheng said, "Let's go to another country because I don't want to disturb the peace."
