Multiple agencies were activated after water was found gushing down a slope and overflowing onto the road at Bukit Batok West Avenue 5 on July 15 night.

The flooding was supposedly triggered by a landslide on the hill near Bukit Gombak's Seng Chew Granite Quarry in the afternoon.

Slope failure at abandoned granite quarry before water gushed downslope

Videos shared online showed large amounts of water gushing downslope after a slope failure at the abandoned Seng Chew Granite Quarry in Bukit Batok on July 15 afternoon.

The slope failure is likely caused by the torrential rain earlier in the week.

According to videos circulated online, some onlookers who witnessed the scene thought water pipes had burst and saw the water pressure breaking trees apart.

Some of the branches and parts of the tree trunks were also carried to the road along with the muddy water, according to comments made by onlookers.

Water gushing out from the drain by the roadside

According to Low Yen Ling, the Member of Parliament at Chua Chu Kang GRC, the incident happened at around 7pm on July 15.

The water came gushing down from the drain located on the slope near Block 383 in Goodview Gardens.

This led to water overflowing into Bukit Batok West Avenue 5, which is the road below this slope, Low said.

This caused the road to become muddy and wet.

A tree trunk was also found on the road.

In response, various agencies were mobilised.

They include the National Parks Board, national water agency PUB, the police, National Environment Agency, Land Transport Authority, and the town council.

The tree trunk was removed in 1.5 hours and the traffic police closed off the two lanes facing Goodview Gardens, while the police helped to divert traffic away from the affected area as the clean-up was ongoing.

"Due to the presence of mud and silt, it was not an easy task and they took considerable efforts throughout the night to remove all the debris by jet spray," Low said as she expressed appreciation to the swift action taken by various agencies.

Access to the top of the slope has been cordoned off for public safety, Low added.

Cause of incident to be determined

Low said that the authorities are investigating the cause of the incident.

PUB engineers confirmed that the water pipes are intact while NParks is investigating the source of water that was discharged down the slope last night.

Both lanes are now open and Low said that the agencies will provide an update on the outcome of the investigation.
