The New York Police Department (NYPD) has arrested a man who assaulted a 61-year-old Asian American, Ma Yao Pan, on Apr. 23.

The victim was walking along the streets of East Harlem and collecting cans when he was attacked. He was struck from behind and repeatedly kicked in the head.

Ma, a former restaurant worker, lost his job during the pandemic and was picking cans to make ends meet.

The NYPD Hate Crime Task Force subsequently uploaded a surveillance video of the attack and urged the public to help identify the man.

NYPD Hate Crimes Twitter page updated the public on new details of the suspect as more information emerged after.

Suspect arrested with help from the community

The accused, identified as Jarrod Powell, was later arrested by the police.

The 49-year-old man was arrested after the police followed tips from the community, identifying him as the suspect who stomped on Ma.

Powell has been charged with one count of attempted murder and two counts of felony assault. The attack has been classified as a hate crime.
