What is a discretionary right turn?

A discretionary right turn is where motorists can make a turn even with the absence of a green arrow.

According to CNA, most traffic junctions will have red-amber-green arrows instead of discretionary right turns by 2023.

This issue has even reached Parliament, with the most recent example being on July 8, where some Members of Parliament urged authorities to speed up removal of discretionary right turns at all junctions.
