Shops that sell 'predominantly beverages', including BBT, cannot open on June 2, 2020

Not for another four to six weeks. At least.

On May 19, the Multi-Ministry Task Force for Covid-19 announced that Singapore will be exiting the Circuit Breaker period in three phases.

Phase 1 entails the gradual reopening of certain businesses that mostly deal with manufacturing and services, for instance, basic pet grooming, full hairdressing services, and the production of pharmaceuticals.

Most retail services, however, will not reopen in Phase 1. Dining in at food and beverage outlets will continue to be disallowed.

Food services that sell predominantly beverages aren't allowed to open yet

For food services that are permitted to remain open, they can only continue to provide takeaway or delivery options.

According to the Ministry of Trade and Industry (MTI), the food services that are permitted to remain open are 1) food caterers and canteens, and 2) F&B outlets except for those that sell predominantly beverages.

Bubble tea shops — especially those that sell predominantly beverages — aren't allowed to open in Phase 1, unfortunately.

In addition, the authorities are unable to provide a fix time frame for Phase 1.

According to Health Minister Gan Kin Yong at a May 19 press conference, Phase 1 could possibly take "four to six weeks, depending on how the situation evolves, maybe longer".

This means that, as of now, there is no way of knowing when bubble tea shops can reopen.
