Man, 56, arrested for sexual exposure at Woodlands Ave 6 & Yishun Ring Road

The new offence of sexual exposure came into effect on Jan. 1 this year.

The Singapore police have arrested a 56-year-old man for his suspected involvement in two cases of sexual exposure.

The man had exposed his private parts to female victims along Woodlands Avenue 6 on Feb. 21, and along Yishun Ring Road on Feb. 26, according to a police news release.

Police reports were made on both occasions.

Officers from Woodlands Police Division were able to identify the man, with the aid of images from police cameras.

He was arrested on Wednesday, Mar. 4.

The man will be charged in court on Friday, Mar. 6 with sexual exposure under Section 377BF of the Penal Code.

Anyone convicted of sexual exposure shall be liable to a jail term of up to one year, or with fine, or both.

If the offence is committed against persons below 14 years of age, the jail term may extend to two years, with a fine or caning.

It is not clear whether any of the victims in this case are below 14.

However, as the man is above 50, he cannot be caned.

The new offence of sexual exposure was introduced into the Penal Code in 2019, and came into effect on Jan. 1 this year.

The offence criminalises the non-consensual exposure of genitals in both the physical and online space.

It was introduced to tackle emerging crime trends such as "cyber-flashing", or sending unsolicited images of genitals to another person electronically.

In past incidents, flashers have been charged for insult of modesty, or for obscene acts.

However, the previous laws did not extend to instances where genitals were exposed in a private place, or for sexual or malicious motives.
