According to Japan Travel, there are 37 brand new retailers, 45 new to the Shibuya area, and seven stores wholly new to Japan.
The attraction for sightseers might be at the very top though. At the Shibuya Sky.

You’ll get that view on the Shibuya Sky, Shibuya’s highest observation deck located on the top three floors of the building.
To get there, you’ll have to cough up 2,000 yen (S$25.12), but it’s a rare treat to get a panoramic view of the city.
You can get tickets to the deck on the 14th floor.
The last entry for the observation deck is at 10pm.
