Despite building a hospital from scratch and converting public buildings to accommodate thousands of extra patients, there was still a "severe" lack of beds in the region, Hu Lishan, an official in Wuhan, warned on Wednesday.
Officials were looking to convert other hotels and schools in the city into treatment centres, Hu told reporters, as there was also a shortage of equipment and materials.
Several other cities in China have restricted the number of people allowed to leave their homes, even to go on run errands for food.
Confirmed cases are found in some 28 countries.
The outbreak has evolved into a global health emergency.
It is believed to have emerged in December 2019 from a market that sold wild animals for food in Hubei's capital Wuhan.
