S'porean man who climbed onto HDB parapet & filmed woman showering jailed 9 weeks

He has been caught peeping on women three times, since 2017.

A 27-year-old Singaporean man was sentenced to nine weeks' in prison on Nov. 11, 2019, for insulting the modesty of three women on three separate occasions.

Mohamed Noor Hakim bin Mohamed Jamal, was a despatch rider at the time of the offences, which first occurred in 2017, and the latest one in August 2019, according to court documents.

All locations and names of victims have been redacted from court documents to protect the victims' identities.

Climbed parapet & filmed woman showering in HDB flat

The first incident occurred on Aug. 29, 2017 at a housing estate, where Hakim was playing with his nieces at a playground around 10:12pm.

The victim of the first incident was a 23-year-old woman.

Hakim noticed that the lights were switched on in a toilet at a flat, and developed an urge to peep into the toilet.

The accused then climbed onto the ledge of the parapet outside of the toilet, and peeped inside, spotting a woman, who was the victim.

Wanting to get a better look at the victim, he used his mobile phone to take a video recording of the victim showering.

He was seen by a resident in the area who caught him in his act, and reported the incident to the police.

According to court documents, Hakim had viewed the video before deleting it, for fear of being caught.

On Nov. 6, 2018, he was again caught for peeping inside a unit repeatedly, where a 22-year-old woman was changing in her bedroom, at about 11:30pm.

The victim noticed Hakim standing along the corridor outside her unit and looking at her, while she was taking off her clothes.

She immediately informed her brother-in-law of the incident, who tried and failed to apprehend Hakim.

Afterwards, their family adjusted the CCTV located in their unit, overlooking the location where Hakim was first spotted.

Four days later on Nov. 10, Hakim was spotted trying to peek into the unit again, at 11:47pm.

The police was called in, and he was apprehended.

Third incident in 2019

On the evening of Aug. 7, 2019, Hakim again committed another offence, and was caught filming a 18-year old girl showering while standing on a parapet in front of the toilet window.

According to court documents, he was aware that a girl lived in the particular unit.

The court heard that Hakim had extended his hand through the ajar toilet window while holding onto his Nokia phone, to record the victim showering.

The girl had spotted his hand and mobile phone while showering, and screamed.

Hakim then fled from the scene, and deleted the recording.

He admitted to the above acts, stating that it was to satisfy his sexual urges.

Jailed for nine weeks

Deputy Public Prosecutor Benedict Chan had asked for 11 weeks' jail for Hakim.

Mothership understands that the accused was sentenced to nine weeks in jail as the District Judge had accounted for the two weeks which Hakim had spent in remand for his psychiatric assessment in the Institute of Mental Health.

According to CNA, the accused has no psychiatric illness or disorder.

For each count of intruding on the privacy of a woman to insult her modesty, the accused could have been jailed for up to a year, fined, or both.
