Overcame by his sexual urges, a teenage boy decided to sate his impulses by exposing his genitals to various women around his HDB block.

Sooriyamoorthi K, 17, also poked a woman with a stick to get a better view of her face while she was sleeping, so that he could decide whether or not to masturbate in front of her.

According to Channel NewsAsia, he was sentenced to 21 months' probation on Oct. 29 after pleading guilty to one charge of insulting a woman's modesty and another of using criminal force.

Another two charges were taken into consideration for sentencing.

The location of his HDB block, as well as the identities of his victims, are protected by a gag order.

Decided to expose his genitals and masturbate in front of women

Court documents showed that from April 2019, Sooriyamoorthi started to develop sexual urges towards women that he saw around his HDB block.

He decided that to fulfil these urges, he would expose his genitals to these women and masturbate in front of them.

On April 28, at 12:30am, the teenager found himself unable to sleep.

He decided to walk around his block and look for women to expose himself to.

Looking through the window of a flat, he saw a 35-year-old Vietnamese woman asleep.

Prodding a woman with a stick

Unable to see her face, he used a 90cm-long wooden stick to prod her in the shoulder three times.

"He did so hoping that (the woman) would move her body, thereby giving him a better view of her face to see if she were pretty," said court documents.

Had he found the woman attractive, Sooriyamoorthi intended to expose his genitals and masturbate in front of her.

However, upon prodding, the woman woke up and grabbed the stick, prompting the teenager to flee.

Exposing himself to a 70-year-old woman

Sooriyamoorthi also developed sexual urges towards a domestic worker who lived with a 70-year-old woman, residing in the same HDB block.

On June 9, he fondled himself in front of the domestic worker at a lift landing.

On July 25, he noticed the domestic worker helping her employer out of her flat.

Sooriyamoorthi then unzipped his pants, exposed his genitals, and walked down the corridor, hoping that the domestic worker would see him.

However, only the domestic worker's 70-year-old employer saw Sooriymoorthi's exposed genitals.

The elderly woman made a police report the next day, according to court documents.

A chance at probation

CNA reported that in court, Deputy Public Prosecutor Michelle Lu said that Sooriyamoorthi was recommended for probation, as per a probation suitability report.

She noted that the risk of his sexual re-offending was determined to be "moderate to high", and reminded the 17-year-old to refrain from offending again.

Addressing Sooriyamoorthi, District Judge Eddy Tham was quoted by CNA as saying that he was "prepared to give (Sooriyamoorthi) a chance at probation."

"This is because you have hopefully realised how messed up your life is through this behaviour of yours," he said.

He also warned the teenager that should he re-offend or not comply with the conditions of his probation, he would be brought back to court and Tham would sentence him "afresh".

According to CNA, Sooriya agreed.

Monitoring and community service

He will have to remain indoors from 10:00 pm to 6:00 am and perform 120 hours of community service.

The teenager will be placed on electronic monitoring and have to attend treatment programmes for his sexual offending behaviour and alcohol use.

Additionally, his parents had to stump up a bond of S$5,000 to ensure his good behaviour throughout probation.

For insulting the modesty of a woman, Sooriyamoorthi could have been jailed for up to a year, fined or both.

For using criminal force, he could have been jailed for up to three months, fined a maximum S$1,500 or both.
