SAF officer, 28, to be charged over death of NSF Liu Kai in 2018 Bionix vehicle incident

22-year-old SAF full time National Serviceman, Corporal First Class Liu Kai died after an incident with a Bionix vehicle during training on Nov. 3, 2018.

Liu, a Transport Operator from the SAF’s Transport Hub West, took part in a field training exercise at Jalan Murai training area.

He was operating a Land Rover when a Bionix vehicle reversed into his Land Rover, leading to his death.

SAF officer charged with doing rash act that causes death

The police, in consultation with the Attorney-General’s Chambers, will be charging a Singapore Armed Forces (SAF) officer, Captain (CPT) Ong Lin Jie, 28, in court on Oct. 25 in relation to the death of Liu.

Ong will be charged with doing a rash act causing death under section 304A(a) of the Penal Code.

If convicted, Ong will face a jail term of up to five years, or a fine, or both.

5 others charged for leaking photos

Another five will be charged for the wrongful communication of official information under section 5(1) of the Official Secrets Act.

Muhammad Arif Bin Azman and Mohamad Haikal Bin Mohamad Zainal Abiddin, who were serving their National Service with the Singapore Civil Defence Force, took photos of the incident when they were at the scene.

They then subsequently disseminated the photos via Whatsapp.

The other three persons, Brandon Tan Jien Jet, Thng Yu Xuan and Muhammad Zaki Bin Haji Mokhtar, received the photos and shared them, despite knowing that the photographs were sensitive official information.

If convicted, they will face a jail term of not exceeding two years and a fine not exceeding S$2,000.
