S'pore engineer took over 200 upskirt & changing room videos in shopping malls

He had been taking such videos since 2011.

Between January 2016 and November 2017, 36-year-old Lincoln Tshe Kwok Ming would skulk around shopping malls taking upskirt and changing room videos.

According to The New Paper (TNP), in that span of time, the now unemployed engineer managed to amass a personal collection of over 200 videos.

Caught in the act

Tshe's voyeuristic streak finally came to an end on November 29, 2017, when he was caught in the act.

At about 7pm, Tshe jumped onto an escalator at 313 @ Somerset.

TNP reported that he stood behind a woman and her friend.

He then put his phone on his thigh with the lens face up, giving him an angle with which to film the woman's thighs and underwear.

However, the woman's friend noticed the peculiar position of the phone and confronted Tshe.

After the upskirt video was found on Tshe's phone, the woman's friend called the police.

The engineer then confessed that he had been taking such videos since 2011.

Insulting the modesty of a woman

In court, Tshe admitted to having taken 211 upskirt and changing room videos between January 2016 and November 2017.

TNP reported that he was convicted on 10 charges of insulting the modesty of a woman. The remaining 201 charges will be taken into consideration in sentencing.

Deputy Public Prosecutor Kwang Jia Min called for a sentence of nine months in jail, noting the number of offences.

On the other hand, in mitigation, Tshe's lawyers argued that their client suffered from a paraphilic disorder and persistent depressive disorder.

They asked for a sentence of 12 weeks.

The court will reconvene for sentencing on October 9.
