Cyclist rides in middle of 5-lane PIE like he's in Tour de S'pore

Everybody had to make way for him because he cannot cycle at 90km/h.

A cyclist has been caught on camera riding alone in the middle of the five-lane Pan Island Expressway towards Changi.

He was seen not on the road shoulder, but right smack in the middle of the expressway.

Here is what the front-facing dashboard camera caught:

The incident occurred on Sunday, Sept. 1, at about 1.45pm.

The driver was dressed in a pink jersey and had a helmet on.

The car filming drove past the cyclist at approximately 70km/h.

It had to filter left to make way for the cyclist.

Is it illegal to cycle on expressways?

Short answer: Yes.

Long answer: Yes, for sure.

A lawyer in 2015 told the mainstream media previously that under the Road Traffic Act, a cyclist qualifies as a driver, so technically, they can be fined up to S$5,000.

Under the road safety tips for cycling in Singapore, the police wrote:

Do not cycle on the expressways.

[...]

NEVER assume you have right of way and always remain alert and vigilant while cycling on the roads. Keep a lookout for other bigger and faster road users.

Cycling by the road shoulder of an expressway is already a potential offence, let alone in the middle of an expressway.

Under the Road Traffic Act, the "General prohibitions in relation to vehicles allowed in road tunnels and expressway tunnels" clearly states that no bicycles are allowed on expressways:

14.—(1) No person shall drive or cause or permit to be driven in or cause to remain in any road tunnel or expressway tunnel any of the following vehicles:

[...]

(k) any vehicle that has pedals and is built to be propelled solely by human power, including a bicycle, tricycle or trishaw;
