A diminutive man in his 40s was charged at the State Courts on Dec. 29, 2015, with one count of animal cruelty under Section 42(1)(d) of the Animals and Birds Act.
Lee Wai Leong was alleged to have thrown a cat off the 13th floor at 115B Yishun Ring Road around 10.30am on Oct. 30.
Lee, who was not represented by a lawyer in court, was subsequently remanded at the Institute of Mental Health (IMH) for assessment.
It is not known whether Lee, who was arrested on Sunday, Dec. 27, will face additional charges.

Since September, 17 cats have died, with two left severely injured.
It was previously speculated that the murders were not the work of one person and there could be more than one culprit as only four to five cases matched Lee’s modus operandi — throwing cats off a height.
Other cats were found with severe trauma to the head and back, injuries to the intestinal organs, gouged eyes and chopped limbs.
Prior this this latest death, the most recent was found in a pond on Saturday, a day before Lee was arrested.
Even as investigations by the authorities have been underway resulting in the identification of Lee as the possible culprit, many from the cat welfare organisations have expressed frustration at how insufficient resources by the authorities have been dedicated to cat abuse cases and the deaths have not been dealt with adequately.
