So Prime Minister Lee Hsien Loong did this:
The photograph of him doing a jump shot went viral (over 40,000 Facebook likes and 2,500 shares) and made it to the front page on The Straits Times.
Of course we are guessing he did it in a spur of the moment but here's what we imagine it would be like if the civil service had to do a submission to assess whether PM Lee should do a jump shot (alert: Satire ahead):

PROPOSAL ON WHETHER PRIME MINISTER LEE HSIEN LOONG SHOULD DO A JUMP SHOT WITH NANYANG TECHNOLOGICAL UNIVERSITY (NTU) STUDENTS
Background
1. A jump shot means executing a jump and having a photograph of the subjects taken in mid-air. It is also the proper term for a type of shot taken during a Basketball match.
2. The NTU students had collected letters from Singaporeans who expressed appreciation for the late Mr Lee Kuan Yew and published it as a book. There are only two copies, one for themselves and one for PM.
3. The NTU students requested for a jump shot photograph with PM.

4. STB is of the view that in the event PM accepts the jump shot, it should be done against a background that would promote Singapore as a premier tourist destination. The photograph should also be attempted only after the haze is gone as haze would make for bad publicity.
5. On the note of haze affecting the F1 weekend, STB has successfully seeded clouds. We have not informed Min (EWR) Vivian Balakrishnan yet, so he was right to say that Singapore did not induce rain through cloud-seeding. STB will issue an apology to Min (EWR) as well as the people working in the CBD for the traffic jams.
6. Should PM decide against a jump shot, STB is of the view that PM should nonetheless take a photo-series to highlight Singapore as a tourist destination. STB recommends PM to do a #followmeto series with Ms Ho Ching. Please see fig. A to C for reference:

7. MOH notes that PM is not covered under the Pioneer Generation Package because he is born after 1949, and he does not qualify for the Community Health Assist Scheme (CHAS) due to his income level.
8. MOH is of the view that PM may wish to check that he has sufficient insurance coverage in the event that he sprains his back or ankle while executing a jump. PM may also wish to check if his preferred Sinseh is a registered TCM practitioner, otherwise his acupuncture bill cannot be claimed from insurance companies. The Sinseh will also not be able to issue PM an MC.
9. To avoid injury, while still appealing to social media's penchant for celebrating memes, MOH opines that PM may wish to consider planking with the NTU students instead:

10. MCI has researched the meaning behind the jump shot. MCI is of the view its origin is not political in nature and would be appropriate for PM to attempt as it will not be considered political advertising.
11. MCI notes that from the thousands of jump shots it has studied, PM may wish to tuck his legs when attempting to do a jump shot, raise his hands and do a 'twist' sign. The success of a jump shot is measured by the height of the jump and how open the arms appear.
12. MCI recommends that PM may wish to check with the photographer how the photograph turns out and request for a few retries should the photograph not turn out ideally. PM should avoid doing the duck face during the photograph as well.
13. MCI opines that PM's social media team may want to 美图秀秀 (a photo-enhancing app) the photograph should there be sweat marks or poor lighting.
14. MCI however strongly advised that the photo must be professionally edited. In Sept. 19, 2014, a spokesman for Education Minister Heng Swee Keat has to explain to The Straits Times about the awkward Photoshopped image of Lee Kuan Yew’s 91st birthday celebration. He said that the photograph was taken with a simple camera and that “an amateur adjustment” was made to remove the glare in the background.

15. For potential viral photos in future, MND suggests that PM will consider posing with either a cat and a dog.
16. According to a poll by Mothership.sg, MND observed that 61% of the respondents voted in favour of cats when they were asked the following question, "The Internet is ruled by"
17. Hence, MND advises using the cat featured by Minister Tan Chuan-Jin. The black cat is an ideal prototype because the colour is a neutral shade and does not represent any political parties in Singapore.
Recommendation
18. Paras 4 - 17 for PM's consideration, please. We are of the view that none of the Ministries/Agencies have stepped out to recommend whether PM should accept the challenge, we shall leave the decision up to PM.
19. We do not take responsibilities that will affect our Current Estimated Potential.
20. PM has yet to take a decision on whether he will take up the ALS Ice Bucket Challenge.
