A document that supposedly originated from the Government Electronic Business (GeBIZ) portal requesting for "UNLIMITED CHANGES" as one of its specifications for design work carried out by the winning vendor has attracted the ire of many a creative types in Singapore.
In one of the documents, most likely an Invitation-to-Quote or Tender document, one of the “Important Notes” for the vendor putting in a quote or tender, is to be able to provide design work that allows the client to make “UNLIMITED CHANGES“, capitalised and in bold, as highlighted by this Facebook post by Kelley Cheng:

In response, one person, Corrina Ng, has emailed the Ministry of Finance questioning the fairness of this specification.
She has since received a reply from MOF's Quality Service Manger (QSM).
The QSM said they agree the requirement for "unlimited changes" is unfair and have requested more information regarding the tender quotation and are looking into the matter.
This is the MOF QSM's response, posted in the comment thread of the Facebook post above:
We agree that it is unfair to expect the suppliers to agree to unlimited changes. We would appreciate if you could share with us the specific tender/quotation and we will look into this matter.
