Median rents for shophouses in Kampong Glam, Little India & Chinatown, over past 2 years, rose at moderate pace: URA
URA said this is below nominal GDP growth of about 6.7 per cent over the same period.
The operating environment for heritage businesses has become increasingly challenging over time, said Singapore's Urban Redevelopment Authority (URA) in a statement on Jan. 31.
It also noted that such businesses play a vital role in shaping the identity and character of Singapore's historic districts, but face a "confluence of challenges".
Median rents for shophouses in three areas have risen at a "moderate pace" over the past two years
The government said heritage businesses face a "confluence of challenges", including rising labour and material costs, manpower constraints, and shifts in consumer demand, while trying preserve the distinctiveness of their offerings.
Based on government data, median rents for shophouses in Kampong Glam, Little India and Chinatown have risen at a moderate pace over the past two years — about 2.0 per cent per annum in Kampong Glam, 2.5 per cent in Little India, and 1.0 per cent in Chinatown.
These increases are similar to rental growth for conventional retail space in the Central Area, at around 2.0 per cent per annum, and are below nominal GDP growth of about 6.7 per cent over the same period.
The government also reaffirmed its commitment to sustaining heritage businesses and cultural life in historic districts, and encouraged businesses to approach relevant agencies for support.
It added that "continued public support of loyal customers, along with the sharing of their unique offerings can help sustain these heritage businesses and reflect the richness of multi-cultural Singapore".
Measures implemented by the government
Various measures have been put in place to support such businesses.
In 2025, an Inter-Agency Task Force for Heritage Business, Traditional Activities and Cultural Life was formed.
The task force is co-chaired by Acting Minister-in-charge of Muslim Affairs, Assoc Prof Dr Faishal Ibrahim, and Senior Minister of State for Culture, Community and Youth, Ms Low Yen Ling.
It brings together key agencies to grow and sustain business activities which help to ensure the vibrancy of Singapore’s heritage areas, and also works with local stakeholders to strengthen placemaking capabilities.
The task force also reviews land use policies with stakeholders to achieve a better mix of uses.
This is aimed at preserving the character of historic districts while also catering to changing visitor preferences.
In June 2025, updated guidelines were introduced to disallow new souvenir shops within the Kampong Glam historic district, following feedback that their growing numbers could negatively impact the area's character and mix of uses.
This is on top of restrictions on new bars, pubs, nightclubs and karaoke lounges, as well as western fast-food restaurants in the core areas of Kampong Glam, Little India and Chinatown.
Separately, the National Heritage Board (NHB) also recently launched the SG Heritage Business Scheme, which recognises and supports heritage businesses with historical, community, and cultural significance.
NHB also offers an Organisation Transformation Grant, which helps heritage businesses take on projects such as digitalisation and staff upskilling to enhance long-term viability.
In Kampong Glam, a pilot programme initiated by the Kampong Gelam Alliance (KGA), in collaboration with agencies, supports selected heritage restaurants by helping them relocate within the district.
KGA has also partnered with URA to develop a Place Plan aimed at enhancing Kampong Glam's heritage offerings and visitor experience.
Warong Nasi Pariaman
Nasi Padang stall Warong Nasi Pariaman, located along North Bridge Road at Bugis, will close on Jan. 31 after a 78-year run.
In its announcement on Jan. 20, no reason was given for the sudden closure.
According to the National Library Board’s website, the stall is the "oldest surviving stall in Singapore that serves nasi padang".
URA said relevant agencies have engaged members of the family to explore possible support options.
