Penalties
The Health Sciences Authority (HSA) has said that under the Tobacco (Control of Advertisements and Sale) Act, content encouraging the use of vapes can constitute an advertisement for a prohibited tobacco product.
It is an offence under the Act to promote the use of tobacco products and imitation tobacco products, such as vapes, including posting them on social media.
Offenders may be liable to a fine of up to S$10,000, jailed for up six months, or both.
Repeat offenders may be fined up to S$20,000, jailed for up to 12 months, or both.
Since Sep. 1, 2025, stiffer penalties have been in force against vape users after etomidate was classified as a Class C controlled drug under the Misuse of Drugs Act.
These stiffer penalties include mandatory rehabilitation for recalcitrant users.
