Minister for Home Affairs and Law K Shanmugam said that Leong Mun Wai of the Progress Singapore Party (PSP) has a pattern of "unparliamentary behaviour" while in the House.
This followed a bruising, hour-long exchange between Shanmugam and Leong, the Non-Constituency Member of Parliament on March 23.
Earlier on March 20, Shanmugam responded to parliamentary questions by Leong and Leon Perera of the Workers' Party about the disclosure of Lee Hsien Yang and Lee Suet Fern's names in a police investigation.
Shanmugam's explanation can be read below:
Following his response, Shanmugam also engaged in a lengthy exchange with Leong.
That exchange can be read below:
Late on March 20, Leong wrote a Facebook post titled "Mr Lee Hsien Yang Absconded?" that contained a number of allegations.
They included, but were not limited to; Shanmugam's reference to the Parti Liyani case as an attempt to "muddy the waters" and casting aspersions on Shanmugam and Senior Minister Teo Chee Hean for their responses in Parliament.
On March 22, Shanmugam made a ministerial statement addressing Leong's allegations.
The bulk of this can be read below:
The upshot was that Leong refused to delete his Facebook post with the allegations. As of midnight on March 22, the Facebook post is still publicly accessible.
Late on March 22, Shanmugam made a Facebook post of his own.
Shanmugam said he explained why the names of Lee Hsien Yang and Lee Suet Fern were disclosed, while Leong was sitting in Parliament.
"I invited him to let me know if he disagreed with or didn't understand my explanation. He didn’t disagree with my explanations, nor ask further questions.
Then, he went out and made a FB post on what happened in Parliament. His post both misrepresented the facts and cast aspersions.
In Parliament today, I said that his conduct was cowardly. He does not debate in Parliament, does not disagree or explain.
And then he goes out and spews untruths."
Shanmugam then said:
"After a discussion lasting one hour:
1. He refused to confirm if Mr Lee Hsien Yang will come back and assist the police.
2. On the other case he referred to (the KOM case), he withdrew the statements that he had made, and said that he had not looked at the facts. In effect, he had made allegations without knowing the actual facts, and based them on impressions he had derived.
3. He agreed that the names of the persons investigated in the KOM case should not be disclosed.
4. He apologised to the Speaker for his conduct."
He added:
"I pointed out that he has a pattern of unparliamentary behaviour - he has apologised twice before for his behaviour, and he had to apologise again today.
Unfortunately, Mr Leong does this on a regular basis: getting his facts wrong, making allegations which are not substantiated, and conducting himself poorly in Parliament."
