Terminals 1 and 3 will reopen to the public on Sep. 1, 2021, the Civil Aviation Authority of Singapore and Changi Airport Group announced today (Aug. 27) in a media release.
Closures to Terminals 1 and 3, as well as Jewel Changi Airport, were announced in May due to a Covid-19 cluster.
The reopening of Terminals 1 and 3 will be met with additional safeguards. Jewel was reopened to the public on Jun. 14.
Restricted access to arrival halls
Only professional meet-and-greet services, such as those from hotels or transport services, will be able to enter arrival halls to greet passengers arriving from low-risk countries.
Representatives will be required to present the passenger’s flight itinerary to enter the meeting area when the flight has landed. Only one representative is allowed to pick up each arriving passenger group.
Other passengers from low-risk countries can arrange their own transport or be picked up by friends and family at the terminal’s Arrival Pick-up kerbside, according to the media release.
Taxi services will also be available.
Dedicated rest and dining area for staff
Parts of the Arrival Hall of Terminal 3 have also been converted into a staff rest area.
The F&B and retail outlets at Terminal 3's Arrival Hall will be temporarily closed to the public to accommodate this zonal segregation.

A staff dining area near the Kopitiam food court at Basement 2 has been set up to provide staff a dedicated area to have meals outside of their shift.
Enhanced air-conditioning
The air-conditioning and mechanical ventilation systems at Terminals 1 and 3 have also been enhanced to better protect visitors from "transmissible COVID-19 variants".
These enhancements include the use of hospital grade MERV-14 filters and UV-C sanitisation in the air-conditioning systems, as well as portable air purifiers with HEPA filters in the main dining area at the Kopitiam food court.
Over 80 per cent of F&B and retail outlets to open
According to the release, more than 80 per cent of F&B and retail outlets will resume operations.
These include (Terminal 3):
- 4Fingers
- Old Town White Coffee
- Swensen's
- Starbucks
- NTUC Fairprice
- Bengawan Solo
- Guardian
And also (Terminal 1):
- Andes
- Heavenly Wang
- Pappammia
- Cheers
Photo spots of destinations around the world have also been set up at the terminals for visitors to take photos.
