A man was distressed to find what appeared to be the carcass of a cat that had apparently been severed in half, at his office located in the JTC Launchpad building at 81 Ayer Rajah Crescent.

The man, who wants to be known only as Bob, told Mothership that around 12pm on Oct. 14, he opened the door to a stairwell next to his office, and saw an unfamiliar object on the landing between the second and third floor.

It looked "a bit gruesome at first glance", and he did not completely digest yet what he was looking at.

When he took a step towards it, he saw what looked to be cat paws and ears.

Part of its head also appeared to be chopped off.

There was no visible blood, however, according to Bob.

"From where I can see it, it's like a clean cut," he said, and added that he was disturbed by the sight and did not want to get closer.

"Then I just needed to sit down," he said. "I went back through the door and took the lift up."

After taking some time to calm down, he called the police at around 12:30pm.

The police arrived soon after and interviewed him, Bob said.

In response to Mothership's queries, the police confirmed that a report was lodged about the incident, and the matter has been referred to Animal & Veterinary Service (AVS).

The stairwell was not commonly used, except sometimes by smokers, cleaning staff, and people from his office, according to Bob.

Through a window from his office, he could see the spot where the cat lay.

He said it remained there till about 5pm when he left the building, but was gone when he came to work the next morning.

Deeply concerning

Bob told a friend about what he saw, and she shared the incident and photo on her Instagram.

"This incident is deeply concerning, and we’re worried it could be a case of animal cruelty," she told Mothership.

In response to Mothership's queries, the Cat Welfare Society (CWS) said it was informed about the incident in the evening of Oct. 15, and has reached out to Bob to learn more about this "deeply concerning issue".

CWS has put out a call for information on its Instagram, where it described the cat as "found dead under suspicious and unusual circumstances".

It has also reached out to the AVS on the morning of Oct. 16 about approaching JTC for assistance to disseminate flyers calling for more information.

"In the interim, we hope that anyone with relevant information will come forward, and that those who work in the area will remain vigilant," CWS said.

Post-mortem ongoing

The National Parks Board (NParks) has also been alerted to the cat carcass.

In response to Mothership's queries, Jessica Kwok, Group Director of Enforcement & Investigation at NParks, said that the agency "is investigating the case and a post-mortem examination is being carried out".

"We urge the public not to speculate on the details of the case and allow investigations to run their proper course," she added.

Members of the public who have information on the case, including any photographic or video-graphic evidence, can report it to NParks online or by calling its Animal Response Centre at 1800-476-1600.
