A 22-year-old man was arrested on Mar. 24, 2025, for loanshark harassment for his alleged actions involving two flats at Yishun Ring Road and Yishun Street 71.

A parcel was delivered to a residential unit on Mar. 13. It contained one dead rat, joss sticks and hell notes.

On Mar. 18, the man allegedly delivered another parcel, this time to a different residential unit in Yishun, containing a live spider and a debtor's note.

Through follow-up investigations and with the aid of images from Police cameras, officers from Woodlands Police Division established the identity of the man and arrested him. Preliminary investigations revealed that he is believed to be involved in other cases of loanshark harassment island-wide.

The man will be charged in court on Mar. 26, under the Moneylenders Act 2008.

For first-time offenders, the offence of loanshark harassment carries a fine of between S$5,000 and S$50,000, with imprisonment of up to five years, and caning of up to six strokes.
