Teen who did 'Superman' pose on PMD along Keppel Road caught, device can apparently hit 100km/h

A teenager, who was seen pulling off the "Superman" pose while riding his personal mobility device (PMD) along Keppel Road in the early hours of May 23, has been caught by the Land Transport Authority (LTA).

A video of the incident showed the youth lying tummy down on the PMD seat while extending his legs straight parallel to the road.

His device was travelling at about 77km/h, based on the 170m distance he covered near Keppel MRT station in about 8 seconds.

It is understood that the youth was nabbed on Jun. 9.

An inspection revealed that his PMD could exceed speeds of 100km/h.

An update on the teen getting nabbed was provided by LTA on Jun. 27.

The statement also said a nine-day joint enforcement operation with the police was carried out at hotspots in Punggol and Sengkang, as well as Yishun.

The areas targeted included town centres, key congregation areas, and selected residential locations.

During the operation, LTA spotted more than 200 offences and seized over 100 active mobility devices (AMDs) and motor vehicles.

Penalties

AMDs are governed under the Active Mobility Act.

They include power-assisted bicycles (PABs), personal mobility devices (PMDs), such as kick-scooters and electric scooters, and personal mobility aids (PMAs) like motorised wheelchairs and mobility scooters.

Those who ride recklessly or dangerously and endangering others, may be committing the offence of rash act under Section 337 of the Penal Code 1871.

PMDs, such as e-scooters, are to have a maximum speed of 25kmh and allowed only on cycling paths and not on roads and footpaths.

Those found using PMDs illegally on the roads could face fines of up to S$2,000, jailed up to three months, or both.

Non-compliant devices will also be impounded.

Members of the public who encounter errant active mobility users can report them online via LTA's website.
