Speaking to Shin Min Daily News, a resident noted that the fourth floor of the car park at Block 137 Edgedale Plains has been used to unload and sort parcels every morning for the past month or so.
A resident who has lived in the area for 20 years said they initially thought the activity was due to the surge in deliveries during Chinese New Year, but the situation continued even after the festive period.
Parcels unloaded twice daily
Delivery trucks reportedly arrive around 7am and lunchtime to unload parcels.
A few workers would then sort the packages before delivering them.
Residents also claimed that the parcels were allegedly stored in the electrical risers of the car park if they could not be delivered the same day.
Trolleys used for deliveries were also seen in the area.
Packages piled up till waist-high occupied three parking lots and partially blocked the stairwell and the electrical riser door, Shin Min reported.
Town council notified
Residents said they had alerted the authorities on Feb. 27 and Mar. 2.
Photos provided showed that the Punggol Town Council had put up a notice prohibiting parcel sorting in the car park and other common areas, and instructing those responsible to remove the parcels.
However, workers told reporters they had seen the notice earlier, but it had since been covered by the stacked parcels.
Two workers, aged 25 and 32, told Shin Min they had been sorting parcels at the car park for about a month.
One worker said they usually start work at 9am and leave only after all parcels have been delivered, sometimes as late as 2am.
Following a recent e-commerce promotion, they were reportedly handling over 1,500 parcels, making five to six delivery trips daily.
In response to queries, the Punggol Town Council said it would relay the matter to the Housing and Development Board (HDB) so that the authorities can take the necessary measures to prevent the car park from being used for parcel sorting.
The town council added that it would work closely with HDB to resolve the issue and ensure residents are not affected.
