S'porean man, 43, threw glass bottles & rocks at neighbours' cars parked outside Serangoon Gardens house
Year-long dispute.
A Singaporean man repeatedly harassed his neighbours for more than a year by throwing glass bottles and rocks at their cars, which were parked outside his house in Serangoon Gardens.
The harassment ultimately culminated in a confrontation outside their houses, where both the man and his neighbour suffered injuries.
Seah Chin Leong, 43, faced 18 charges for offences related to mischief, violating the Protection from Harassment Act and using criminal force.
He pleaded guilty to four charges on Feb. 9, 2026, with the remaining charges taken into consideration for sentencing.
Confrontation
Seah had a long-standing dispute with a family next door to his house, which stemmed from parking issues at their estate since 2024.
On Aug. 1, 2024, at about 2:52am outside his neighbour's house, Seah got into a confrontation with a neighbour surnamed Neo, who was named as a co-accused in his charge for affray.
The fight happened when Seah confronted Neo regarding parking his car outside his house.
A dispute broke out between them on the public road outside the house, with Seah punching Neo in his face and Neo retaliating, the prosecutor said.
Seah gave a kick in the direction of Neo, but was held back by his wife before both fell to the ground.
Neo is said to have punched Seah when he was on the ground.
Both suffered bodily pain as a result and were examined at the hospital.
Threw glass bottles at neighbour's car
On Nov. 5, 2024, at about 12:45am, Seah threw two glass bottles from his house towards a car, which was parked along the road outside his house.
This caused damage to the right door panel and low skirt panel of the car, which belonged to the father of his neighbour.
His neighbour had heard the shattering of glass from within his house.
The quotation provided for repairing the damage to the car was S$893.80.
Threw rocks at neighbour's car
Seah reoffended again on Christmas Day that year by throwing rocks towards the same neighbour's car at about 2am.
He also kicked the car on the same day, causing scratches.
CCTV footage also captured Seah using vulgarities in Hokkien on the neighbour.
Hit neighbour's metal gate
The court heard that Seah was burning joss paper in the incense bin on the public road outside his house near his neighbour's car on Feb. 22, 2025.
A member of the neighbour's family used a garden spray to douse the burning joss paper, as he was concerned that the fire was getting bigger and could damage their family's car.
A verbal dispute broke out, and Seah then hit the neighbour’s metal gate using a metal stick and caused visible damage to the metal gate.
He also scolded them using English and Hokkien vulgarities like “f*ck you lah” and “kan ni nah”.
The cost of replacing the gate is estimated to be about S$1,000 to S$2,000.
Settlement
Seah was arrested on May 6, 2025 and released on bail the same day.
The neighbours subsequently commenced civil action against Seah, and have since agreed to a settlement of the civil action on Nov. 11, 2025.
Seah had paid the complainant S$3,393.80 for the damage caused, the prosecution said.
The prosecution sought two weeks’ jail and a fine of S$4,500 for Seah.
The judge adjourned the sentencing hearing to Feb. 24.
