Man, 23, charged for cutting fur of community cat at Everton Park

He has been remanded at IMH for a medical examination.

A 23-year-old Singaporean man has been charged with animal abuse after he forcefully cut the fur of a community cat in Everton Park, known as Timmy, in February 2026.

According to charge sheets seen by Mothership, Xavier Seah Ja Chen faces one charge under the Animal and Birds Act for cruelly terrifying Timmy, pinning it down, and using a pair of scissors to cut the cat's fur and whiskers.

The incident occurred on Feb. 7, 2026, at around 5:30pm.

In closed-circuit television footage provided to Mothership by a resident, Seah was seen approaching Timmy with gloves and a pair of scissors at the time of the incident.

He could then be seen pinning the cat down and cutting its fur.

The incident left the cat with multiple bald spots in its fur coat, although the cat was unhurt.

Seah was ordered to be remanded at the Institute of Mental Health for a medical examination, and his case will be heard again on Mar. 12.

Those found guilty of animal abuse face a fine not exceeding S$15,000 or no more than 18 months in prison, or both.

Repeated offenders face a fine not exceeding S$30,000 or no more than three years in prison, or both.
