A man was driving along Tanah Merah Kechil Avenue when he witnessed a woman walking a golden retriever kick it.

Speaking with Mothership, Simeon said the incident occurred right outside Casa Merah at around 9:25am on Dec. 11.

In a video he shared, the woman was walking with the dog when she appeared to give it a swift kick.

After he saw what happened, Simeon stopped his vehicle to confront her, but she apparently "showed no signs of remorse".

He added that he felt frustrated that the woman "couldn't be bothered" when he questioned her about her actions and continued using her phone.

"Our concern is simple, if this is happening openly in public, what might be happening in private?" Simeon stated.

"I'm sharing this in hopes that the owner sees this and can ensure the dog's safety... This is not to shame, but to protect the dog and raise awareness."

NParks aware of incident

The National Parks Board's (NParks) Group Director of Enforcement & Investigation, Jessica Kwok, told Mothership it is aware of an allegation of a woman kicking a golden retriever while walking it along Tanah Merah Kechil Avenue on Dec. 11.

They are currently looking into the matter.

Kwok reiterated that being a pet owner is a lifelong commitment.

Pet owners must be responsible and provide appropriate care throughout their pet’s lifetime.

Pet owners can refer to the Code of Animal Welfare for Pet Owners to learn more about the minimum standards expected for animal housing, management and care.

Safeguarding animal welfare is also a shared social responsibility, Kwok said.

Members of the public can promptly report suspected animal welfare cases, such as animal cruelty or neglect, to NParks here, or call their Animal Response Centre at 1800-476-1600.

NParks takes all feedback received from the public seriously, and investigates them thoroughly if there is sufficient information provided.

As with all investigations, all forms of evidence are crucial, and photographic and/or videographic evidence provided by the public will help.
