Man in black tube dress seen in Yishun selling 12 packets of tissues for S$15, following people around afterwards

A man in Yishun has been spotted over the past week wearing a black dress and allegedly following girls around.
A Mothership reader sent in a video of the man dressed in a tube dress and posing for the camera.
The video was taken at Yishun Ring Road.
Selling tissues
Videos of other encounters with the man have also surfaced on social media.
One TikTok user, @nrrindahadryana, shared a video of her encounter with the man on Dec. 8. In the video, he can be seen wearing the same black dress and holding bags of tissue packets.
The user added in the comments that she was on her way to Northpoint City when he approached her.
He was allegedly selling 12 packs of tissues for S$15 and asked her to "sit somewhere to talk" after she told him she did not have cash.
She also wrote that he told her he and his grandmother had not eaten for days.
Although she felt uncomfortable and was moving away from him, he allegedly asked her whether he looked pretty, she added.
She then called out to three passers-by for help and walked away.
Another person told Stomp that the man had pressured her to give him S$20, said he needed money to feed his eight siblings, and then followed her around. He showed up at her block the next day.
"I did not go back home for a few days because I was scared he will be there waiting for me."
Familiar sight for some
It appears these were not the only times the man had been spotted.
Multiple comments under the video said they had seen the man before, including in Yishun, Woodlands, Marsiling, Khatib and Geylang.
Some commenters claimed they had seen the man for years, including one who said they had encountered him as early as 2014, asking the same question about whether he was pretty.
Another commenter said they saw him once on an MRT train but were not approached because they ignored him.
In contrast, the man allegedly followed a group of girls who appeared visibly startled and moved away from him.
The commenter suggested not giving the man any attention to avoid an encounter.
