Teen, 16, raped girl, 13, with friend at Bukit Panjang stairwell while she was drunk & unconscious

He raped another underage girl one month after being released from a boys' home.

After a group drinking session at a playground in Bukit Panjang, a 16-year-old male teenager and his friend raped a 13-year girl at a nearby car park stairwell while she was intoxicated and unconscious.

The teen also had sex with another underage girl at his home after being released from a boys' home in May 2024.

The teen cannot be named under the Children and Young Persons Act.

Raped drunk underage girl at stairwell

Court documents seen by Mothership showed that the teen, referred to as B1, pleaded guilty to six charges including rape, theft, voluntarily causing hurt and rioting.

B1 had got into a relationship with the 13-year-old girl in August 2023.

That month, they had sex on at least five occasions at the stairwell where B1 lived.

Prosecutors said B1 was aware of her age at the time.

On Sep. 1, 2023, B1 and the girl, together with some friends, were drinking alcohol at a playground near Hillion Mall in Bukit Panjang.

The girl chugged two and a half bottles of soju and vomited, with B1 observing she had been "gibberish and became drunk".

As the girl was unconscious and had soiled her shorts with vomit, three female friends brought her to a stairwell at the multi-storey carpark at 185A Jelebu Road to change her shorts.

B1 then asked the three friends to head to a bus stop opposite the car park while he and two male friends remained with the intoxicated girl.

After asking a male friend to keep a lookout for the police, B1 and another male friend undressed the intoxicated girl and sexually assaulted her.

When told that the police were coming, B1 and the lookout replaced the girl's shorts and were seen fleeing the scene.

The male friend, when caught by police, claimed that he and his friends did not know the victim.

On the instructions of police officers, the friend called B1 back to the car park, but he also denied knowing the victim.

However, the friend who acted as lookout did not return as he had run away from a boys' home and wanted to evade detection.

The girl was sent to hospital and diagnosed with alcohol intoxication and mild dehydration.

B1 and the girl ended their relationship sometime that month.

In January 2024, the incident was exposed when the lookout told a psychologist about what happened.

1 month after leaving boys' home, raped underage girl

In May 2024, B1 rekindled his relationship with a different underage girl after he was released from a boys' home.

He and the 14-year-old girl had previously met in 2022 through a mutual friend and were in a relationship for about three to four months.

B1 was also aware of the girl's age, prosecutors said.

On May 24, 2024, at about 10:30am, B1 booked a private hire ride for the girl from her school to his home.

While watching television together, he asked her to have sex and she agreed.

Six days later, the girl's parent called the police after finding out that she was having sex at the age of 14.

Other offences

B1, who is part of the "Pak Hui Tong" Triad Society of the "Ji It" Group, was also embroiled in other cases involving bullying, fights and theft.

In May 2023, B1 gathered at a car park at 74 Redhill Road, along with gang members from his triad for "settlement talks".

One of the members then fought a 14-year-old male student in school uniform as the rest stood in support.

B1, along with other members, fled when police arrived.

In June 2023, B1, along with two friends approached a 14-year-old student at a void deck and confronted him about "staring at him the day before".

The group then instructed the student to follow them to a stairwell, where B1 punched and kicked the student repeatedly as he was kneeling down.

One of B1's friends also recorded a video of the incident.

After the incident, the student was found crying by a member of the public, who called the police.

He was found to have bruises around his left arm and eye.

In August 2023, B1 suggested to his friend to steal a bicycle worth S$800 from a nearby corridor as they wanted to go cycling but his friend did not have a bicycle.

They stole the bicycle, carried it to the second floor via staircase, and then lowered it to the ground floor to evade the police camera at the staircase landing.

After bringing it back to his house, B1 traded the stolen bicycle in for an electric bicycle.

Pleaded guilty, asked for leniency

Given the teen's age, prosecutors asked for a reformative training suitability report for B1, reported The Straits Times (ST).

Prosecutors pointed out that despite being investigated for having sex with a minor in January 2024 and released from bail in April 2024, B1 went on to have sex with another minor.

"The accused displays a flagrant disregard for the law and the potential consequences of re-offending while on bail," said prosecutors.

On Sep. 30, B1 pleaded guilty on to six charges including rape, theft, voluntarily causing hurt and rioting.

He has 18 charges taken into consideration, ranging from gang-related offences to sexual offences.

B1 appeared in court unrepresented, according to ST.

In mitigation, B1 said, as cited by ST, “I just want to say that I regret my actions and would like to have some leniency in sentencing.”

His case is still before the courts.
