Man, 25, jailed for flashing & touching himself at HDB staircase for woman to see

After noticing a 38-year-old woman was hanging her laundry along the common corridor of a public housing block in July 2024, a man decided to undress himself and expose his genitals to her.

Shocked, the woman immediately returned home, informed her husband about her encounter, and alerted the police, reported Shin Min Daily News.

While the man was released on bail following his arrest, he repeated the same act after noticing that at least one woman lived in a 16th-floor unit.

After he noticed the unit's door was open in February 2025, he took off his pants at a staircase well and pleasured himself, intending for the woman inside to see.

On Jun. 10, the man, now 25, was sentenced to seven weeks in jail after admitting to his offences.

To protect the victim's identity, a gag order is placed on the location where the incidents took place.

Arrested after exposing himself to victim

According to court documents seen by Lianhe Zaobao, the man was walking from the seventh floor to the sixth floor on Jul. 21, 2024, when he noticed the 38-year-old victim hanging her laundry.

After they made eye contact, the man took off his clothes, continued staring at the victim, and exposed his private parts to her on purpose.

When the victim rushed home on the sixth floor and notified the police, the man fled back home to hide.

The man was arrested on the same day, and he was released on bail on Jul. 22, 2024.

Exposed himself again while under investigation

While the man was under investigation, he continued appearing nude in the public housing block, reported Zaobao.

However, he would purposely avoid the sixth floor, where the 38-year-old victim lived.

During this period, he passed by the 16th floor multiple times and noticed that at least one woman was living in one of the units.

When he saw the unit's door was open on Feb. 9, 2025, he decided to take off his pants and perform an obscene act.

He then took off his shirt and walked past the unit fully naked before looking inside the unit.

At the time, the unit's owner's daughter was sitting on a sofa in the living room and noticed the man.

She then informed her father, and he saw the man's act caught on their CCTV camera installed outside their flat.

The man was arrested two days later and was in remand until Mar. 25, 2025.

Man's deeds caused 'severe psychological impact' on victim: Prosecution

For his crime, the man faced a total of four charges, including one count of appearing nude in public and one count of mischief, according to Zaobao.

On Jun. 10, 2025, he was sentenced to seven weeks' jail after pleading guilty to two of the charges.

The other two charges were taken into consideration for his sentencing.

During court proceedings, the man's counsel pleaded for a lighter sentence in mitigation, citing his emotional disorder as a factor.

The counsel further submitted that the man did not cause any physical harm, as he never came into physical contact with the victim.

In response, the prosecution said the man's offences had caused "a severe psychological impact" on the victim.
