19 arrested for vice-related activities, work permit breaches after police raid Jurong massage parlours

One operator is being investigated for failing to ensure its employees do not provide sexual services.

A total of 19 women, aged 24 to 55, were arrested following police enforcement operations at beauty parlours, TCM outlets and massage establishments in Jurong between March and April 2026.

The women were arrested for vice-related activities and breaches of work-permit regulations, the Singapore Police Force (SPF) said in a news release on May 7.

The enforcement operations involved officers from Clementi Police Division, the Ministry of Health and the Housing Development Board.

According to SPF, enforcement operations were carried out at premises located along Jurong East Avenue 1 and Jurong East Street 21.

They included premises such as beauty parlours, massage establishments and TCM outlets.

Of the 19 women arrested, 14 were for their suspected involvement in vice-related activities and five were for breaches of work-permit regulations.

Eight operators investigated

A total of eight operators are currently under police investigation, seven of whom are for providing massage services without a valid license.

The other remaining operator holds a valid license, but is being investigated for failing to ensure its employees do not provide sexual services.

Under the Women's Charter, anyone in Singapore who is found guilty of facilitating the provision of sexual services in return for payment by a woman or a girl faces a fine not exceeding S$100,000, a jail term not exceeding five years, or both.

Any person found guilty of maintaining a place to facilitate such services is liable to a fine not exceeding S$100,000, a jail term not exceeding five years, or both.

Those found guilty of operating a business of providing massage services in a massage establishment without a valid license are liable to a fine of up to S$10,000, jail of up to two years, or both.

Repeat offenders are liable to a fine of up to S$20,000, a jail term of up to five years, or both.

Licensees who fail to ensure that their employees do not provide sexual services are liable to a fine of up to S$50,000, a jail term of up to two years, or both, if found guilty.

"The police will continue to take stern enforcement actions against individuals and businesses engaged in illicit activities in beauty and wellness premises," SPF said.
