Voices for Animals (VFA) will be taking in cats from Animal Lovers League (ALL) on Mar. 27, said VFA founder Derrick Tan in a Facebook post on Mar. 23.

Background

On Dec. 8, 2025, the Animal and Veterinary Service (AVS) announced that it would not be renewing ALL's tenancy at The Animal Lodge in Sungei Tengah, after volunteers accused the shelter's owners of gross mismanagement.

The animal shelter, which was once Singapore's largest no-kill shelter, had been grappling with issues for years, and struggling with taking care of the roughly 200 animals they had.

ALL was also said to have owed AVS approximately S$500,000 in unpaid rent, as well as S$300,000 in outstanding vet bills.

It was required to return the eight units it occupied to AVS.

Five animal welfare groups — Voices for Animals, Noah's Ark Cares, SOSD, Oasis Second Chance Animal Shelter, and Every Stray Matters — agreed to take over the care of as many of the roughly 160 remaining animals as possible.

Other organisations, including the Society for the Prevention of Cruelty to Animals (SPCA) and Causes for Animals (CAS), also stepped forward to offer support, including veterinary care and medical supplies.

To ease the transition, AVS agreed to waive rent at The Animal Lodge for a year and to provide resources such as pet food, prescription diets, and medical checks.

Separately, on Jan. 28, the Commissioner of Charities opened an inquiry into ALL.

Appeal for supplies

In his Facebook post, Tan issued an appeal for essential supplies such as cat litter.

He noted that of the 2,700kg of tofu cat litter donated so far, around 2,200kg had already been used.

"Yes, the numbers are significant, but so is the number of cats under our care. At the moment, our cat litter supply is running low again," he wrote.

"I don’t really like doing appeal posts like this," Tan added, "I can’t manage everything alone. It truly takes a whole kampung to come together to make this happen."

Speaking to The Straits Times, Tan said VFA would be taking in 92 cats, though the number could still change.

He added that some of the cats have already been taken back by their rescuers or owners.

According to Tan, all cats have been assessed by veterinarians from NParks, the Singapore Veterinary Association, and the Society for the Prevention of Cruelty to Animals.

They have also been microchipped and vaccinated, and NParks and AVS will sterilise those that have yet to undergo the procedure.

VFA is currently working with AVS and will be holding an adoption drive at the Singapore Pet Expo, which runs from Apr. 3 to 5 at Singapore Expo Hall 5B and 6.
