Animal Lovers League to vacate premises by Feb. 2026, 5 welfare groups to care for & rehome animals
The Commissioner of Charities has also launched an inquiry into ALL.
The Animal Lovers League (ALL) has been served with a notice to vacate its premises by February 2026, said the Animal and Veterinary Service (AVS) on Jan. 28.
The no-kill shelter had previously been a tenant at the AVS-operated The Animal Lodge (TAL).
Its seven-year lease ended when AVS decided not to renew it after it expired on Aug. 5, following allegations of neglect and deaths under the shelter's founders.

Working with five AWGs
In its statement, AVS said that it had been working with ALL and various animal welfare groups (AWGs) in Singapore to secure new caregivers for the animals.
Five groups — Voices for Animals, Noah's Ark Cares, SOSD, Oasis Second Chance Animal Shelter, and Every Stray Matters — have agreed to take over the care of as many of the roughly 160 animals at the shelter.
They will do so in situ, which means the animals will remain at their current space, but have their care managed by the five groups.
Other groups, including the Society for the Prevention of Cruelty to Animals (SPCA) and Causes for Animals (CAS), also stepped forward to offer support and resources, including veterinary care and medical supplies.

Accounting for animals
On Dec. 22, 2025, vets from AVS and the Singapore Veterinary Association (SVA) collaborated to microchip the approximately 100 cats in ALL's care.

SVA and SPCA have also begun health screening for all animals, using blood test kits donated by CAS.
To ease the transition, AVS agreed to waive the rent of the TAL space for a year for the AWGs, as well as for resources such as pet food, prescription diets, and medical checks.
All animals will also be vaccinated during their assessments.
Members of the public who would like to help rehome or foster the ALL animals can look out for upcoming adoption drives and rehoming initiatives by the five AWGs, as well as by AVS.
ALL under inquiry: COC
In a separate statement issued the same day, the Commissioner of Charities (COC), an office under the Ministry of Culture, Community and Youth (MCCY), said it has launched an inquiry into ALL.
ALL is currently a registered charity under MCCY.
In its statement, COC said that ALL did not comply with the Charities Act, which included the "persistent non-submission of Annual Reports", and the inability "to furnish specified documents and information relating to the charity".
"Therefore, the Office of the COC has decided to conduct an inquiry into ALL to look into the feedback comprehensively," the statement read.
