S'pore woman, 63, who allegedly threw human waste at HDB unit parapet granted discharge for all 7 charges

A woman who had been accused of throwing human waste onto the parapet of a Housing Board (HDB) flat in Marsiling has been granted a discharge not amounting to an acquittal for all seven charges against her.
The discharge means the case has been temporarily closed, though she may still be prosecuted again in the future should further evidence or relevant information emerge.
Prosecution applied for discharge, judge grants request
The accused, Viona Teo Kee Liok, 63, had been facing seven counts linked to causing annoyance to a resident at Block 131 Marsiling Rise.
On Feb. 16, the prosecution applied for a discharge without providing details in open court, and District Judge Carol Ling allowed the application, according to The Straits Times.
Alleged incidents took place over several weeks
Teo was charged in January over alleged acts said to have occurred between Dec. 25, 2025, and Jan. 12, 2026.
According to earlier reports, she had allegedly thrown human waste on the parapet of the unit at Block 131, Marsiling Rise, a total of five times.
She was also accused of discarding food waste on three separate occasions, according to charge sheets seen by Mothership.
Possible penalties under public nuisance laws
In earlier coverage of the case, Teo was ordered to be remanded at the Institute of Mental Health for medical examination following the charges.
The offences Teo had been charged with fall under public nuisance-related provisions.
If convicted of committing an act that she knew would cause annoyance to the public, she may face a jail term of up to three months, a fine of up to S$2,000, or both.
Repeat offenders are also liable to the same maximum penalties.
