Taiwan cleaner sentenced in court after giving elderly woman discarded S$1.35 rice cooker

The case sparked public outcry.

A Taiwan cleaning team staff member was sentenced to three months' jail for giving a discarded rice cooker to an elderly woman who scavenges for garbage.

The Taipei Times reported that the Shilin District Court handed the trash collector Huang his sentence on Dec. 2, 2025.

Huang's sentence is suspended for two years, meaning he will not serve time if he meets the court's conditions during this period.

Discarded rice cooker

This comes after Huang took home a discarded rice cooker on Jul. 26, 2024, according to prosecutors.

It was worth NT$32.56 (S$1.35).

CNEWS reported that Huang retrieved the rice cooker from a recycling transfer station near an incineration plant.

This is because Huang is an employee of the trash collecting unit in Taipei’s Beitou District, the Shilin District Prosecutors’ Office said in its indictment.

The indictment added that Huang's responsibilities include household garbage collection as well as dismantling and sorting recyclables.

Turned himself in

After finding the rice cooker, Huang gave it to the elderly woman on Jul. 27, 2024 upon confirming it still worked.

He later turned himself in to the Ministry of Justice’s Agency Against Corruption.

United Daily News reported that Huang also bought a new rice cooker and exchanged it with the one he originally gave the elderly woman.

Penalties

After Huang turned himself in, prosecutors charged him in June 2025 with breaching Article 6 of the Anti-Corruption Act.

Huang did so by "stealing or misappropriating private property or equipment that was in his possession due to official position, but not for official use".

This is because trash collectors are city employees.

In addition, Huang will also be deprived of his civil rights for one year, according to setn.com.

The case has sparked public outcry, according to Taipei Times.

This is because many said Huang was accused of seeking personal gain, even though he had good intentions.

Prosecutors have also asked the court for a lenient sentence.

This is because Huang turned himself in and returned the proceeds.

As such, prosecutors said his sentence should be reduced in accordance with the self-surrender and confession provisions of the Anti-Corruption Act.

It is also because the value Huang obtained was less than NT$50,000 (S$2,068).

Relieved for suspended sentence

Following sentencing, Huang expressed relief at the suspended sentence.

He said he only wanted to help an elderly woman who collects recyclables by giving her a usable appliance to cook for herself.

He did not think it would become such a serious matter.

In response to the case, the Taipei Department of Environmental Protection said that Huang is a long-time employee who just wanted to help a vulnerable person.

The Ministry of Justice said in September 2025 that it had proposed an amendment allowing those with "minor corruption offences" to apply for a reduced term or suspended sentence.

This aims to align legal outcomes with social expectations of fairness and justice.

The High Prosecutors' Office said that when prosecutors investigate corruption cases, they should be empathetic and make fair, measured decisions aligned with public sentiment.

After sentencing, Huang's ruling may also be appealed.
