In response to Mothership's queries, the Singapore Police Force (SPF) said the incident occurred at around 2:30pm.

Rammed into stationary car
At the start of the clip, a stationary car could be seen in front of a car park ramp with its hazard lights on.
About seven seconds later, another car going downslope from the third to the second storey rammed into the stationary car on its right side.
The impact sent the stationary car careening into two other parked cars.
The driver who had driven downslope was seen exiting his vehicle and checking on the other car's driver.

Commenters speculated if the accident was caused by the driver stepping on the acceleration pedal instead of the brakes.
