Man, 35, who fled on foot after fatal Tampines hit-&-run accident with cyclist, charged with multiple offences

The car involved was allegedly driven without the owner's consent.

A 35-year-old man, who was involved in a hit-and-run accident that killed a cyclist, has been charged with dangerous driving causing death and other traffic offences on Nov. 28.

Muhammad Mustaqim Ismail, who was driving without a valid licence, allegedly fled on foot without rendering any assistance and he abandoned the car involved, reported The Straits Times.

The 67-year old victim, Taha Moon, was left with serious injuries.

He later died in the hospital.

The accident

The police were alerted to the accident involving a car and power-assisted bicycle (PAB) on Nov. 24, at around 2:30pm.

Mustaqim allegedly ran a red light at Tampines Avenue 7 and collided with Moon at the junction of Tampines Avenue 7 and Tampines Street 42.

The cyclist had the right of way, charge sheets indicated. 

Preliminary investigations revealed that Mustaqim had failed to render assistance and he allegedly fled the scene immediately after the accident.

Moon was left on the road and then conveyed unconscious to the hospital, where he subsequently passed away.

Mustaqim also failed to report the accident to the police within 24 hours as required.

The traffic police identified Mustaqim through extensive ground inquiries and surveillance footage.

He was arrested on Nov. 26.

High flight-risk individual

Mustaqim's eight charges included dangerous driving causing death, driving without a valid driving licence and taking away a motor vehicle without owner's consent.

As reported by ST, the prosecution urged for Mustaqim to not be offered bail, saying that he was a high flight-risk individual.

However, Mustaqim refuted this and requested bail stating that he was traumatised after the accident: "I did not know how to react as it was my very first time experiencing this. I had no ill-intent towards the victim or his family."

In September 2022, Mustaqim was previously convicted of driving without due care and attention.

His pleas for bail were rejected and the case was adjourned to Jan. 2, 2026 for a pre-trial conference.

The offence of dangerous driving causing death carries a jail term of up to eight years and disqualification from driving all classes of vehicles.

The offence of driving without a valid driving licence carries a jail term of up to three years, a fine of up to S$10,000, or both.

The offence of taking away any motor vehicle without the owner’s consent carries a fine of up to S$1,000, or a jail term of up to three months.
