Civil servants in S'pore to get 1.3 month year-end bonus for 2025

It is an increase from the 1.05 year-end bonus granted in 2024.

The Singapore government will be paying civil servants a 1.3 month year-end bonus.

Those in grades equivalent to MX15 and MX16 and those in the Operations Support Scheme will receive an additional one-time payment of S$600.

All civil servants will also continue to receive a 1-month non-pensionable annual allowance, known as the 13-month bonus.

The year-end payments above were announced by the Public Service Division (PSD) in a Nov. 25 media release.

It is an increase from the 1.05 year-end bonus granted in 2024.

An increase from 2024

Together with the 0.4-month mid-year bonus they received earlier this year, civil servants will receive a total of 1.7 months in full-year bonus.

Those in the more junior grades will receive a total lump-sum payment of up to S$1,000 in 2025.

In 2024, civil servants received a total of 1.5-months full-year bonus.

Takes into account S'pore's GDP growth

According to PSD, this year-end payment takes into consideration that Singapore’s Gross Domestic Product (GDP) is expected to grow by around 4.0 per cent in 2025.

In November, the Ministry of Trade and Industry revised its forecast for Singapore’s GDP growth in 2025 to around 4.0 per cent, up from the previous forecast of 1.5 per cent to 2.5 per cent.

The assessment took into consideration the better-than-expected performance of the Singapore economy in the first three quarters of the year, as well as the latest global and domestic economic situations, the release said.

PSD also noted that an Ministry of Manpower (MOM) advance release for the third quarter of 2025 showed that labour market conditions were "stronger than anticipated".

Total employment rose at a faster pace than in the previous quarter, while unemployment rates and retrenchments remained low and stable, PSD said.

NWC wage guidelines also considered

Another factor that determined the payment were the National Wages Council (NWC) guidelines for 2025/2026, said PSD.

The NWC had advised employers in Singapore to uplift the wages of lower-wage workers — those earning up to S$2,700 per month — with an monthly wage increase of 5.5 per cent to 7.5 per cent, or at least S$105 to S$125.

This was if the employers had "done well" or have "positive business prospects" this year, NWC said.

Other recommendations were for companies to adopt a flexible wage system that allows for cost-cutting instead of retrenching workers, and to abide by baseline monthly requirements for administrators and drivers.

PSD said that in line with the NWC’s recommendations, the government will continue to adopt a "progressive approach" in determining the Annual Variable Component (AVC) for civil servants.
