Alleged Toa Payoh cat abuser charged with torturing another cat in 2025, allegedly killed 1 & stabbed 4 in 2024

A 26-year-old man, Tan Yi Bin Ryan, who was previously charged for killing a cat and torturing four other cats, has been remanded and handed a sixth charge on Jul. 16 of "cruelly [torturing]" a sixth cat.

According to court documents, most of Tan's alleged abuse occurred in Toa Payoh.

Latest charge

Court documents revealed that on Mar. 13, Tan had dragged a light brown coloured cat, referred to as "E6", by its tail and slammed it against a wall three times before dropping it onto the floor.

As a result of the "[cruel] torture", E6 had bled from the mouth and nose.

The incident took place between 1pm to 1:10pm, at the common corridor of the first floor of Block 15 Lorong 7 Toa Payoh.

According to court documents, Tan has been remanded since Mar. 14, the day after the alleged torture.

Handed five other charges previously

Tan's first charge alleged that he had "cruelly [kicked]" an orange domestic shorthair cat, named Field Field, and stamped on its head multiple times on Oct. 7 2024.

He then threw the cat down from the 34th floor of a HDB flat in Lorong Limau, causing its death.

Tan's second, third, fourth and fifth charges alleged that he had "caused unnecessary pain and suffering" to four cats.

On Sep. 21 2024, Tan had allegedly stabbed a ginger and white domestic shorthair cat in the back, inflicting an approximately 5cm long wound.

On Sep. 22 2024, he allegedly stabbed three other cats — a black tabby domestic shorthair cat, a ginger domestic shorthair cat and a white domestic shorthair cat.

All four incidents took place in Toa Payoh.

The court granted an adjournment of the case in light of the recent High Court judgement on Jul. 16.

Tan's case will be heard again in August.

If convicted, Tan could be jailed for up to 18 months, fined up to S$15,000, or both, for each charge.

Repeat offenders can be jailed for up to 3 years, fined up to S$30,000, or both.
