Over 10,000 new HDB flats on offer in July 2025 sales exercise

Over 10,000 new Build-to-Order (BTO) flats and Sale of Balance Flats (SBF) will be up for sale in the upcoming July 2025 sales exercise.

Minister for National Development Chee Hong Tat shared on Facebook that the Housing and Development Board (HDB) will offer about 5,500 BTO flats and over 4,600 SBF flats.

The new BTO flats will be offered across various locations, including 1,400 flats with wait times of less than three years at Clementi Emerald and Bangkit Breeze in Bukit Panjang.

This is on top of the 775 BTO flats Chee announced on Jul. 6 at Sembawang Beacon, the first BTO project in the Sembawang North neighbourhood. When fully developed, Sembawang North will comprise about 10,000 new homes, including 8,000 BTO flats and 2,000 private homes.

In addition, HDB will offer more than 4,600 balance flats in its second SBF exercise.

This exceeds the 3,000 SBF flats initially announced in April 2025.

As such, HDB would have launched over 10,000 SBF in 2025, including the 5,500 SBF units in the February 2025 exercise.

"These are part of our continued efforts to provide diverse options to meet the range of housing needs and financial budgets of different home buyers, including those who require a flat more urgently," said Chee.

"We will continue to ensure a strong supply of HDB flats, to support the home ownership aspirations of Singaporeans."
